Special Election Primary is April 15, 2008 for District 4 County Council Seat

To fill Marilyn Praisner's seat, there will be a special election on May 13, 2008 with the primary on April 15, 2008.  Olney neighborhoods in district 4 include Norbeck Grove, Briars Acres, areas of Olney Square west of Bowie Mill Road, Oatland Farms, Norbeck Meadows, areas west of Cashell Road, areas south of Emory Road  such as Brooke Manor Estates and Smalls Nursery, areas south of Old Baltimore Road east of Georgia Ave.  You can check which district you are in by clicking here.  You can also request an absentee ballot (by April 8th) for this primary election by clicking here.

Democrat candidates include (listed alphabetically) Steve Kanstoroom, Nancy Navarro, Don Praisner, and Pat Ryan.  Cary Lamari is no longer a candidate.  Republican candidates include Mark Fennel and possibly John McKinnis.

Elm Street Developer is chosen for Bowie Mill property

Elm Street Developer teamed with Montgomery Housing Partnership was chosen by the Selection Committee and the Director of DHCA.  The next step is a contract between the County and the developer and rezoning the property to PD3.  Stay tuned....

Two developers are chosen to respond to a more detailed Request for Proposal (RFP)

Elm Street Developer teamed with Montgomery Housing Partnership and Mid City Urban LLC have responded to a detailed Request for Proposals for the 32 acre Bowie Mill Rd site.  They will meet the community and present their concept plans on Tuesday October 9th at the GOCA meeting.  Go to www.goca.org for meeting details.  The county would like to hear comments about the developers and their plans.  Comment cards will be available at the meeting.

A New Request for Proposals is Released for Bowie Mill Property

The Department of Housing and Community Affairs has released a new Request for Expression of Interest (REOI) for the 32 acre county owned property located on Bowie Mill Road.  The RFP has the same mixed-income housing development objectives as the first one -  40% market rate homes, 30% workforce housing homes, and 30% moderately priced dwelling units (MPDUs).  Regarding the 'swap' option, the REOI quotes the Olney Master Plan:  "The Council recommends that this option be given priority consideration."  However, this REOI clarifies several items.  The construction of a gymnasium (to be owned by Montgomery County) is specifically mentioned as well as the maximum sales price for the affordable units.  The selection committee will include representatives from Montgomery County Government, Maryland-National Capital Park and Planning Commission, and a community representative from GOCA.  The selection committee will make recommendations to the Director of DHCA who will make the final decision.

The Reserve at Fairhill will be Built by Pulte

There were rumors that another builder was going to purchase the Pulte (formerly known as Freeman) property.  There was an interested party but no contract was ever made.  Pulte will be the builder of the homes on this property.  Update:  First 13 homes will be available for purchase in November.  To see models, click here.

Judge Requires Conservation Covenant on the Rural Open Space on the Pulte Property

For properties zoned Rural Neighborhood Cluster (RNC), 65 - 85% of the land is required to be preserved as rural open space in perpetuity.  When the site plan for The Reserve at Fairhill was approved, the Planning Board deeded this rural open space portion as parkland - owned and maintained by MNCPPC.  The Olney Coalition, GOCA, and several other civic groups in the Upper Rock Creek area felt that this type of ownership would not adequately protect this land from future development.  After long negotiations with the Planning Board and a May 1st court appearance, a conservation covenant is required to be filed within 30 days.  The conservation covenant adds an extra layer of protection for this land with specific mention of the Greater Sandy Spring Green Space as enforcers of the covenant.

Barbara Falcigno Elected as GOCA President

Current Olney Coalition President, Barbara Falcigno, is elected as GOCA President.  Olney Coalition is blending its voice and bringing the energy of their volunteers to GOCA where they will continue to monitor development.  Olney will continue to be well represented.  Click here to read the Gazette article.

32 Acre Bowie Mill Road Property Request for Proposals is Cancelled.

A Request for Proposals (RFP) that was issued in December 2005 for affordable housing to be built on the 32 acre property on Bowie Mill Rd was cancelled on July 13, 2006 because the Chairman of the Olney Boys and Girls Community Sports Association raised issues regarding the wording of the RFP and the selection process.   Click here to see the letter Bruce Romer (Doug Duncan's Chief Administrative Officer) wrote.  Click here to see the Gazette article about the cancellation.  No date has been set to issue a new RFP.
